About County Manager Jenifer Davidson

Jenifer Davidson, County Manager of Douglas County, is an experienced local government leader with demonstrated success in managing uniquely challenging and highly complex municipal operations. She has extensive training in organizational leadership and adult learning, professional leadership development, change management, and motivating and inspiring teams.

Jenifer was appointed to the position of County Manager in June of 2023. She previously served as Assistant County Manager from 2018 to 2023 and as Town Manager of Minden from 2011 to 2018. In total, she has dedicated nearly eighteen years of her professional career to making a difference in her community. Jenifer grew up in Douglas County and is a graduate of Douglas High School. She attended Boise State University, where she obtained a Bachelor of Science in Political Science with an emphasis in Public Law and Political Philosophy. Most recently, she completed her Master of Arts in Organizational Leadership and Learning from The George Washington University in January 2023.

Wendy Lang serves as Douglas County’s Assistant County Manager, bringing nearly 11 years of experience with the County to the position, including nine as Director of Human Resources. Most recently serving as Acting Assistant County Manager, she played a key role in major initiatives such as transitioning the governance of China Spring Youth Camp and developing the Douglas County Strategic Plan. With a master’s degree in business administration and extensive leadership experience, Lang is committed to driving collaboration, policy oversight, and strategic progress to support the County’s future.

Kathy Lewis is Douglas County’s first Chief Operating Officer (COO), bringing extensive experience in public finance and management, most recently serving as Chief Financial Officer (CFO). In this role, she oversees key internal service departments and support the County Manager and Board of County Commissioners in strategic planning, process improvement, and public engagement. A Certified Public Accountant (CPA) with a Master’s in Accounting from Weber State University, Lewis is committed to enhancing operational efficiency and ensuring Douglas County is well-positioned for future success.
