Effective March 13, 2026, at 4pm, Douglas County Community Development will no longer accept online applications via Accela ACA.  

Please hold any non-emergency submittals until March 23, 2026.

On March 23, 2026, we will begin accepting applications in a new online permitting software program, Oracle Permitting and Licensing (OPAL).

At that time, you will need to register for an account prior to submitting in OPAL.
Douglas County customers will be able to view previously submitted applications in Accela ACA until June 30, 2026.

To prepare for this process, our Front Counter will be closed March 19, 20 & 23, 2026.

What We Do

The primary function of the Engineering Division is to promote the health, safety and general welfare of the public.  This is accomplished in several ways.  The department provides review and input of entitlement projects for land division and development applications in the areas of civil site improvements such as streets, water and sewer utilities, grading, storm drainage, flood plain and franchised utilities such as power, gas and low voltage.  Serves as the permitting authority for site improvement projects and encroachment permits.  Coordinates with other local, state and federal jurisdictions.  Performs inspection of site construction projects.  Acts as a resource to the public for information on other topics including interpretation of code, flood plain information, record information of previous projects and utility mapping.  The department also works directly and indirectly on managing capital improvement projects that improve the quality of life for the citizens of Douglas County.

PUBLIC COUNTER HOURS: 
Effective May 12, 2025, our public counter hours will be Monday - Friday 9:00 am to 4:00 pm.
