Board of County Commissioners Adopts Changes to VHR Ordinance

Douglas County, NV – On Thursday, June 1, 2023, changes to the Vacation Home Rental (VHR) Ordinance 20.622 version 2023-1617 were adopted by the Board of County Commissioners on a 3-2 vote. The changes primarily reduce density in multi-family properties and increase density only in the Tahoe Village area near Heavenly.

Additional changes include Tier 1’s add to the 600 VHR cap, greatly reduces allowable daytime occupancy levels, adds new standards for noise monitors, adds licensed property manager requirements for more than 10 occupancy, and adopts 12-month waiting periods to increase tier level permitting to Tier 3, among other changes to improve the ordinance.

“Many of these changes also come with enhanced penalties,” says Ernie Strehlow, VHR Program Manager. “The enforcements now allow a quicker removal of permits for problem locations.” 

The Board has directed the program manager to return in January 2024 with revised density.
