Douglas County Community Development Set to Launch Oracle Permitting and Licensing (OPAL) System to Modernize Development Services

Douglas County’s Community Development Department is modernizing its permitting and licensing operations with the launch of the Oracle Permitting and Licensing (OPAL) software system, going live Monday, March 23, 2026. The new system replaces the County’s legacy Accela platform and marks a major milestone in improving efficiency, transparency, and customer experience for residents, contractors, and design professionals.
To ensure a smooth transition, the Community Development Permit Counter will be closed Thursday, March 19 through Monday, March 23.

OPAL is a cloud-based, fully integrated permitting and licensing solution that provides users with streamlined, paperless access to a wide range of Community Development services. The system delivers powerful new tools and real-time visibility into projects, empowering both County staff and the public to manage development activities more efficiently.

Supporting the Community
Douglas County will provide training materials and step-by-step guides for contractors, design professionals, and the public, available both online and upon request. Additional training sessions will be scheduled to support the transition and answer questions from users.
