  1. Douglas County Code - County Code Title 20.622 VHR Ord 2025-1655
  2. Please click HERE to access the portal and begin your application. If the link does not work, please copy and paste the following (https://ibaxqy.fa.ocs.oraclecloud.com/fscmUI/redwood/license-permit-self-service/public-user/home) into your internet browser. 

    • You will need to create a user account before proceeding.
    • Once signed in, you will click on apply in the upper left.
    • Select Vacation Home Rentals.
    • Complete the application information requested.
    • (This new system may refer to Business License. That is the module for VHR's in the new system but these are not to be confused with an actual Business License)
  3. VHR Certification Training - For a training course, please download and read the most current version of the VHR Ordinance in item 1 above. After reviewing the Ordinance, complete the 30-Question VHR Certification Exam.

  7. TOT filings and payments can be completed through the HdL online portal.
