Background

In 2019 the Board of County Commissioners updated the land use maps for Douglas County. In 2020 the Board will work with the Planning Commission and Staff to update the Master Plan text including, but not limited to, the goals and objectives contained in each of the Master Plan Elements (Chapters). The Master Plan text provides additional guidance on the long term development of the County (over the next 10-20 years). The text defines current issues and needs in the community. It contains high level goals and objectives to meet those defined needs and actions to achieve the same.

The current Douglas County Master Plan was first adopted in April 1996 and was last updated in 2011. The current update was started after a joint workshop in February 2016 and was approved by the Planning Commission but never adopted by the Board of Commissioners (click here to view the draft 2016 Master Plan Update). At a joint Board of Commissioners/Planning Commission Workshop in March of 2020 direction was given to staff to update the text portion of the Master Plan. Pursuant to direction provided at this joint workshop, the existing thirteen chapters/elements of the approved 2011 Master Plan will be combined and reduced to eight chapters/elements as part of this update:

In June, Wood Rogers was hired to assist staff with completing the update of the Master Plan text. The proposal from Wood Rodgers can be viewed here.

Community Involvement

In order to integrate public input into the draft and the decision making process, the public will have the opportunity to participate in the update to the Master Plan text at multiple points in the coming months. First, by commenting on and contributing to existing priorities, goals and objectives of the 2016 draft master plan and the 2011 adopted plan either in writing, by survey to be launched on September 1st and/or by attendance at the public workshops on dates and times listed below. Subsequent opportunities for comment and input will be provided to the public, once the proposed draft plan is made available in mid October (official date to be determined), prior to consideration by the Planning Commission and Board of County Commissioners.

Public Hearings

On August 11, 2020 a joint Board of Commissioners and Planning Commission workshop was held virtually due to COVID-19 and Governor Sisolak's directives on public meetings. Click here to view the agenda, video and minutes of this meeting.

October 20th and 21st, 2020- Planning Commission Meetings to consider first draft of the proposed goals, policies and actions for the 2020 Master Plan text update. Click HERE to view the agenda and packet for this meeting.  

November 4th, 2020- Planning Commission Meeting to consider the draft elements and possibly recommend adoption of the 2020 Master Plan text update. Agenda and packet will be posted no less than 3 days prior to the meeting.

2020 Community Workshops

Public workshops will be hosted on the dates and times listed below. These interactive, socially distanced workshops, offered both in person and virtually online, will provide residents of Douglas County and stakeholders with an opportunity to have a voice in shaping the future direction of the community. Attendees will be able to ask questions and voice their opinions.

Due to capacity limitations put in place by the Governor, Douglas County is required to limit attendance to no more than 50 people to the presentations. Reservations can be made on a first come first served basis by calling 775-782-6210 or by emailing masterplan@douglasnv.us.

For those unable to attend in person the presentations will be recorded live and available to be viewed here. Recordings of the presentations will be posted to this web page within 3 days of the workshops.

Community Survey

On September 1, 2020 Douglas County launched the master plan survey online, linked here (hard copies available upon request). The survey is intended to be an additional means of capturing feedback from the public on the goals and objectives of the master plan. Results from the survey will be shared with the Planning Commission and the Board of County Commissioners for consideration.
