NUMBERING OF STREETS AND STRUCTURES

      20.900.010 Purpose.
      The board, finding that the public interest, safety, welfare and convenience requires the establishment of a uniform street and structure numbering system for all or portions of Douglas County, establishes a system of street and road addresses for the county.  (Ord. 802, 1998; Ord. 641, 1994; Ord. 129, 1962)    

      20.900.020 System.
      The number system consists of “base lines” from which all individual property numbers will be established.  The numbers increase progressively from the base lines at a rate of approximately one number per 25 lineal feet of property street-frontage.  Even numbers are (generally) assigned to all properties on the north and west tending sides of all streets and odd numbers are assigned to all properties along the south and east tending sides of streets.  In order to determine the proper number for a particular location, a proportion of the distance between fixed adjacent numbers on either side or to the noted one hundred series divisions must be made, with a basic relation to the distance factor applied.  (Ord. 802, 1998; Ord. 129, 1962)   

      20.900.030 Maps.
      The street number system consists of a map or maps of Douglas County, or portions of maps, upon which these “base lines” and a series of one hundred divisions must be indicated clearly.  Each property constituting a part of the county, or portion of the county, is assigned a number in accordance to this system.  All maps must have a legend noting that the map is a part of this system and the maps have the full force and effect as if they were made a part of this chapter.  (Ord. 802, 1998; Ord. 129, 1962)    

      20.900.040  Enforcement.
      The director is designated the enforcing officer for this system, and is responsible for the maintenance of maps, issuance of appropriate numbers and enforcement of the numbers and other regulations. Every new building or use of land must be issued a number at the time of issuance of original building permit, which shall become part of the construction process and be in place at the time of final inspection.  (Ord. 802, 1998; Ord. 129, 1962)    

      20.900.050 Display.
            Upon due notice by the enforcing officer, each owner or occupant of land must, within a period of thirty days of the notice, display the number assigned on the building or on the land so that it is readily visible from the public right-of-way which the land or building fronts, and must remove any presently existing conflicting number or designation not in accordance with this system. Nothing contained in this section shall be construed to prohibit the display of a properly assigned number on an entrance road or driveway leading to a building removed from the fronting right-of-way.  (Ord. 802, 1998; Ord. 129, 1962)
