Mission Statement
To enhance the quality of life for the citizens of Douglas County by providing the highest quality and professional service to the citizens of Douglas County in the areas of Engineering, Planning/Code Enforcement, Building, Water/Sewer Utilities and Roads.
The Community Development Department consists of the following divisions: Administration, Building, Engineering, Planning/Code Enforcement, Road Maintenance, and Utility Operations. The Department facilitates land use and development processes that sustain the community's vision through planning and development services. The Department contributes to the health, well being, and convenience of citizens, visitors, business, and industry by operating and maintaining the transportation, utility, and drainage systems for long-term service.

This Department oversees the following divisions: Building Division » The Building Division reviews plans, issues permits and inspects new construction for conformity to the various Codes adopted by Douglas County. The public counter is located at the Minden Inn, 1594 Esmeralda, Minden, room 201. Public counter hours are 8:00 to 4:00, Monday through Friday. County offices are closed weekends and holidays. Planning Division » The Planning Division provides zoning information, reviews development agreements, coordinates the Douglas County Master Plan review process, implements the Douglas County Master Plan, reviews and makes recommendations for Master Plan amendments and zoning changes, administers the FEMA Community Rating system's activities, addresses new parcels, prepares land use ordinances, administers the building allocation programs, prepares and administers grants including Community Development Bock Grants, assists in the preparation of Density Bonus Agreements and affordable housing agreements, administers the Transfer Development Rights program, is responsible for development code enforcement, coordinates the County's economic development activities, issues Home Occupation Permits and Vacation Rental Permits. Utilities » The Utility division provides water and sewer services to various communities within Douglas County, monitors and treats water to meet all regulatory standards, monitors, treats and disposes of sewage in accordance with all regulatory standards and provides 24-hour emergency response for water and sewer emergencies. Billing for County utilities is handled by the Treasurer's Office, located at the old courthouse, 1616 8th St in Minden. This office also handles requests for construction water. New applications for County operated water and sewer systems are accepted at the public counter Engineering Division at the Minden Inn, 1594 Esmeralda, Minden, Room 201. Counter hours are 8:00 to 4:00, Monday through Friday. The office housing utility operations is located at 1120 Airport Road. Office hours are 7:00 to 3:30. County offices are closed weekends and holidays. Roads » The road maintenace department is responsible for the repair and maintenance of County maintained roads and traffic signals, installs and maintains road signs, maintains roadway markings, administers the snow removal program for County maintained roads, and maintains roadside drainage within the County road right -of -ways. The road department is located at 1120 Airport Road. Office hours are 7:00 to 3:30. County offices are closed weekends and holidays. |
