About the County Manager
Werner served as the Carson City Manager for five years and was instrumental in 
developing several regional partnerships between Douglas County and Carson City, 
including public and environmental health, street light maintenance, regional water 
services and Geographic Information Services. Prior to serving as Carson City Manager, 
Werner served as Development Services Director/City Engineer for Carson City, as well 
as a Principal Engineer for Lumos and Associates, in Minden, NV. Werner also served as the Douglas County County Manager in the spring of 2014 for six months.

About the Assistant County Manager 


Bradley Hurley, a resident of the Topaz Lake area, was the information technology officer for the Marine Corps Mountain Warfare Training Center located at Bridgeport, California. Bradley joined the training center team in 2010. Bradley is a veteran of the United States Marine Corps, he served honorably for 20 years and was retired from service in 2009. Bradley holds a Bachelor of Science Degree in Multidisciplinary Studies from Grantham University. He is currently studying at Michigan State University’s Eli Broad College of Business and is on track to receive a Master of Science Degree in Leadership, Management and Strategy in the fall of 2018. He is an alumnus of the Graduate School Executive Potential Program which he completed in June 2013.

Bradley has over 27 years of experience in leading high performance operational work environments. Recognized as a high-potential administrator, he is a seasoned leader with a reputation for leading change, instituting technology modernization initiatives, building diverse project teams, and strategic campaign planning.

The County Manager provides professional leadership in implementing the long-term vision, strategic priorities and goals of the Board of County Commissioners. The County Manager works in partnership with elected officials to develop solutions to community challenges, bring a community-wide perspective to policy discussions, promote ethical and transparent government, encourage inclusion and build consensus among diverse interests, promote equity and fairness, develop and sustain organizational excellence, and promote innovation.
